Supreme Court Ruling on Abuse of the Right to Complain

Legal Grounds: According to Articles 3.2, 3.2.1, and 3.2.2 of the Law of the Republic of Azerbaijan on Administrative Proceedings, the law does not apply to the criminal-procedural activities of administrative bodies related to criminal prosecution or activities concerning administrative offenses. The first instance court based its decision on these legal provisions.
